Confirmada la existencia del bolsón de Montoro/The existence of Montoro's bolson is confirmed

Como muchos nos temíamos, Carmen Vela - Secretaria de Estado de Investigación - ha sido incapaz de cumplir su promesa de que el Gobierno haría pública la Convocatoria del Plan Nacional de Investigación antes de que finalizara el mes de mayo.
La noticia se suma a otras similares que vienen afectando al sistema científico español en los últimos tiempos, y tiene por tanto un inesperado efecto colateral positivo: permite confirmar la existencia del bolsón de Montoro.
La existencia de esta super-partícula, denominada así en honor al actual Ministro de Hacienda y Administraciones Públicas, se infiere a través de sus efectos: es capaz de impedir la materialización de subvenciones y presupuestos ligeros científico-culturales (la convocatoria del Plan Nacional solo asciende a 104 millones de euros) mientras que no afecta a subvenciones o presupuestos más pesadas, como los destinados al rescate de entidades financieras.
La partícula tiene otra característica diferencial, y es que parece afectar solo a subvenciones científicas españolas, mientras deja inmunes las de otros países de nuestro entorno. El bolsón de Montoro se convierte así en la última aportación española al Modelo Standard de la física de partículas, sin necesidad de infraestructuras costosas.

As many of us feared, Carmen Vela - Sapnish State Secretary for Research - has been unable to fulfill her promise that the Spanish government would issue the Call for the National Research Plan before the end of May.
This news adds to similar ones are affecting the Spanish scientific/research system in recent times, thus having an unexpected positive side effect: it confirms the existence of the Montoro's bolson ('carry all' in Spanish).
The existence of this super-particle, named from the Spanish Minister of Finance and Public Administrations, can be inferred through its effects: it is able to prevent the materialization of lighter scientific and cultural calls and budgets (the Call of the Spanish Research National Plan only amounts to 104 million euros) while not affecting heavier ones, like the designed to the rescue of financial institutions.
The particle has another distinguishing feature, since it seems to affect only Spanish research budgets, while leaving immune the budgets from neighboring countries. The Montoro's bolson thus becomes the latest Spanish addition to the Standard Model of particle physics, without using high-cost infrastructures.
